Power Cuts or Power Bill Cuts – Does it really come down to a choice?

Who do you believe – the energy regulator charged with putting the long-term interests of consumers first? Or the NSW ‘poles and wires’ companies which actually deliver the stuff?

That’s essentially the argument behind a high stakes legal stoush which will determine the size of planned 5-12% reductions to your next electricity bills.

And it’s especially important for older Australians who generally face higher bills. They are at home more, spend a higher proportion of their income on electricity; and are hit harder by climbing supply charges.

But those big savings promised to consumers are now under threat as the poles and wires companies and the NSW state government which owns them launch legal appeals against planned price cuts due on July 1.

So the FiftyUp Club is going to launch an appeal of its own: from today we’re asking you, the members, to send us your views on the legal battle, and tell us how higher electricity costs have impacted on your wallet and way of life.

Read on to see what’s at stake, send in your comments and ideas and we’ll package them up for the tribunal hearing the case to ensure your voice is heard.

THE FULL STORY

The Australian Energy Regulator (AER) has fixed a five-year pricing determination which cut the amounts the NSW state-owned poles and wires businesses could charge us by some $6 billion to 2019.

It adds up to big savings for the consumer of between $100 and $300 a year depending where you live. It is aimed to bring the costs of delivery to NSW households in line with those levied by the privately-owned networks in SA and Victoria. Presently they can be twice as much.

We’re told those networks are more efficient and employ less workers, delivering lower costs to consumers. Falling demand for electricity means there’s also less need to build expensive ‘gold plated’ networks.

It was the massive investment and poorly controlled spending in the high-tech and high-cost ‘poles and wires’, including pylons and transformers, which saw many bills blow out by more than 70% in the past five years.

Network costs can add up to almost 60% of some people’s energy bills especially if they live in the higher cost of service rural areas.

But the NSW government and their poles and wires companies have lodged appeals to the Australian Competition Tribunal, claiming the cuts to their revenue mean they can’t operate safely or reliably.

They are backed by the trade unions as 2,200 jobs are at stake. The network companies say they have already shaved more than $3 billion and 3000 jobs from their capital and operating programs.

They also claim the cuts mean they can’t manage vegetation growth in rural areas, which, as the 2009 Victorian bushfires demonstrated, can carry serious risks.

Their arguments may sound convincing but have drawn fire from numerous quarters.

The ALP says the AER’s decision is fair and the NSW Government only wants to increase the waning value of the networks – a large part of which are up for a $13 billion long-term lease.

Groups representing consumers, welfare and business have also attacked the appeal and the Public Interest Advocacy Centre has brought its own legal challenge arguing for even bigger spending cuts on the networks.

To have your say, help us put together a submission to the Competition Tribunal.  Spend a few minutes answering the snap poll above on how power prices have affected your life, and leave a comment in our forum below.

We will report back soon on the next steps and make sure the voice of FiftyUps is heard.

Everything stems from greed - a desire for huge salaries from people who manage. The same as farmers and people selling their homes - we will sell to foreigners who pay enormous amounts of money - we don't care about selling Australia to the highest bidder. This will come back to bite us be assured. As for Australian gas, why doesn't the Australian Government take the lead of USA and keep prices low for their own people! Linda, concerned member of the community.

Linda: "why doesn't the Aussie Govt take the lead of USA..." : there is absolutely nothing in the USA which we, nor the "govt" should take the lead "of" ... The USA is "finished", Asia -talking about $ in one's eyes, about 'greed'...- is trying very hard to replace the USA (check the USA debt and just 'faint'...) but FRACKING OUR GROUND for GAS, or DOING THE SILLY THINGS the USA have always done (fire power only, no brain over there) forget it, ask McFarlane to put gas reserves aside for us, Aussies -he is so incompetent, as Libs or Nationals are- he has NOT done it...) instead and we will pay less for GAS...

This is what WE are dealing with with the Libs (please, refer Change.org 's petition: "It’s so upsetting!" address below): " I am starting to wonder if it was all a lie. It's been 5 days since we met with the Minister [Disability Services Minister] and since then we have not heard one word from her. We were promised an 'independent review' and a outcome within 2-3 weeks. But this so called 'review' hasn't even started yet, so when can we expect an answer? It's quite clear now that this was just a delay tactic. Every day it's getting harder and harder for my family to keep fighting. I'm starting to even wonder how an ‘independent review’ is possible? There aren't many fully ‘independent' people to do it. They're all acting on behalf of the Minister one way or another. It's so upsetting. I am so tired and emotionally drained. I don't know how much longer I will be able to take it." Make the salaries & bonus payments to power utility executives principally determined by improvements in energy efficiency, whether by introduction of superior technology, more efficient practices, or smarter ways of working, and the resultant cost reductions achieved right from power production through to end-user will benefit us all.

Let's do this for our Federal Government! They would all be on the dole, already!

Hey, that's the whole point of a democracy! If those in Canberra that WE elected aren't doing those things that we believe will build a stronger, fairer Australia for us, our kids, & our grandkids, then we vote them out. Sit back, & expect someone else to do the "hard lifting" for us, then we will end up where Greece is now!

COLIN from NSW commented:

Do you realize that 3K workers' have been removed from this service so far, does that mean it has been over staffed all this time? Sounds like a lot of dead wood secured in amongst the staff already. Power stations have been shut down so what happens if heavy demand takes place and there is no backup.

Joan
Joan from QLD commented:

My power bill is 3 times higher than it was when I first moved into my rented retirement unit, and the rise in supply charges took away any reduction from the scrapping of the carbon tax, so it is still a huge bill every quarter. I live on my own, switch everything off including the clock on the microwave and only cook in the microwave and mini oven. A blanket around me substitutes for the heater and I am turning off WiFi when not in use. The computer is on the verge of being given up with upcoming extra costs from NBN connection and landline conversion to new cables - more costs to pensioners that we don't need. The $5.95 per fortnight pension rise is an insult!!! Joan, Queensland

I'm confused? Isn't Government about supplying for the people the utilities and services that they can't provide for themselves? At a price that the poorest can afford? The government has lost its way and we are all suffering the consequence. Pammy

What about Gas prices? They seem to be going up much higher than electricity. Is anyone doing anything about the gas prices?

Someone
Someone from NSW replied to John:

Expect the worst on that front, you will thank the Libs, Mac Farlane in particular for not having put any reserve for his fellow compatriots aside! perhaps does he prefer Chinese an Japanese to us? We should ask him...

Warren
Warren from NSW replied to John:

NSW 'A' is wrong again. The Information Pricing Reg. just announced approx 4% reduction in gas pricing for NSW 2015/6.
