Power Cuts or Power Bill Cuts – Does it really come down to a choice?

Who do you believe – the energy regulator charged with putting the long-term interests of consumers first? Or the NSW ‘poles and wires’ companies which actually deliver the stuff?

That’s essentially the argument behind a high stakes legal stoush which will determine the size of planned 5-12% reductions to your next electricity bills.

And it’s especially important for older Australians who generally face higher bills. They are at home more, spend a higher proportion of their income on electricity; and are hit harder by climbing supply charges.

But those big savings promised to consumers are now under threat as the poles and wires companies and the NSW state government which owns them launch legal appeals against planned price cuts due on July 1.

So the FiftyUp Club is going to launch an appeal of its own: from today we’re asking you, the members, to send us your views on the legal battle, and tell us how higher electricity costs have impacted on your wallet and way of life.

THE FULL STORY

The Australian Energy Regulator (AER) has fixed a five-year pricing determination which cut the amounts the NSW state-owned poles and wires businesses could charge us by some $6 billion to 2019.

It adds up to big savings for the consumer of between $100 and $300 a year depending where you live. It is aimed to bring the costs of delivery to NSW households in line with those levied by the privately-owned networks in SA and Victoria. Presently they can be twice as much.

We’re told those networks are more efficient and employ less workers, delivering lower costs to consumers. Falling demand for electricity means there’s also less need to build expensive ‘gold plated’ networks.

It was the massive investment and poorly controlled spending in the high-tech and high-cost ‘poles and wires’, including pylons and transformers, which saw many bills blow out by more than 70% in the past five years.

Network costs can add up to almost 60% of some people’s energy bills especially if they live in the higher cost of service rural areas.

But the NSW government and their poles and wires companies have lodged appeals to the Australian Competition Tribunal, claiming the cuts to their revenue mean they can’t operate safely or reliably.

They are backed by the trade unions as 2,200 jobs are at stake. The network companies say they have already shaved more than $3 billion and 3000 jobs from their capital and operating programs.

They also claim the cuts mean they can’t manage vegetation growth in rural areas, which, as the 2009 Victorian bushfires demonstrated, can carry serious risks.

Their arguments may sound convincing but have drawn fire from numerous quarters.

The ALP says the AER’s decision is fair and the NSW Government only wants to increase the waning value of the networks – a large part of which are up for a $13 billion long-term lease.

Groups representing consumers, welfare and business have also attacked the appeal and the Public Interest Advocacy Centre has brought its own legal challenge arguing for even bigger spending cuts on the networks.

To have your say, help us put together a submission to the Competition Tribunal.  Spend a few minutes answering the snap poll above on how power prices have affected your life, and leave a comment in our forum below.

We will report back soon on the next steps and make sure the voice of FiftyUps is heard.

Barry from VIC commented:

It is absolutely ludicrous that the distribution companies are charging every customer $1 or more per day even before any electricity is used. They call it a service charge to maintain the poles and wires, but in many areas the system is falling apart and as a consequence reliability has suffered.

Our forebears fought hard to make this country as an example of democracy. Now this money grubbing Gov. is only concerned about "selling of the farm: Shame on you

Someone
Someone from NSW replied to Don:

As they did (Costello) with OUR GOLD RESERVES! When gold was worth something like $400 an ounce! Look at what gold is and was worth recently ! Too true, yes, the Libs SELL THE FARM and they tell you that there is plenty in the coffers!

Phillip
Phillip from NSW commented:

We could reduce our power bills dramatically if we scrapped the compulsory "renewable energy" targets. The so called logic behind these targets is flawed in that the entire foreign owned renewable energy industry in Australia is heavily subsidised by the taxpayer, the power generated is ridiculously expensive ,it is dangerous to health in the case of wind farms & it is based on the ridiculous notion that it will have any effect on the global climate when their is not one shred of credible evidence to support such a lie. To add to the hypocrisy we export huge quantities of coal to India & China so that they can generate cheap coal fired electricity keeping Australian industry, or what is left of it, uncompetitive. Cheap coal fired power & gas should be one of Australia's competitive advantages, unfortunately we enjoy no such advantage.

Someone

RENEWABLE ENERGIES IS THE FUTURE, but requires smart statesmen to put us on that path...

Allan
Allan from NSW commented:

Phillip, renewables might seem the future, but why do we taxpayers have to pay subsidies to the wind farm mob, who then charge us higher prices? Let them outlay the cost of their generators.

Someone
Someone from NSW replied to Allan:

ONLY with The Greens at the helm of Australia will you see fair schemes for renewable energies... It is a matter of "culture", the Libs nor Labor have got that "culture"... Labor may improve if we give 'em a little "push", but forget the Libs, the LNP, everything MUST generate a PROFIT with them, whatever the costs for the small Aussie battler...

You see you can't cope with a change for the better: being Green is not about hugging trees, old fashion yobbo u r !

I have employed a hundred plus employees paid above award wages, so they can try to meet the rising cost of living, now self funded, so stay green you are a bozza. All parties need to heed the peoples voices. Prices hurt all people.

Someone
Someone from NSW replied to Margaret:

Good on you for that Margaret, good to know some look "outside the circle" and SHARE! As far as I am concerned, employee's participation is the only way, it motivates 'em in an unbelievable way, the place of work is also theirs...

Someone
Someone from NSW replied to Margaret:

... and sorry, I omitted: and keep paying too much for almost everything!! The LNP boys looking after their party, their fat boy friends...

Lorna
Lorna from QLD commented:

I am from QLD but cannot believe the ever increasing cost of power. I am fortunate enough to get a small rebate & try to keep my usage to a minimum but what is the point when the highest cost is the supply!!!

Someone
Someone from NSW replied to Lorna:

The government should help you (especially in Qld!) to put SOLAR PANELS on your ROOF, instead of milking an obsolete cow !

Lyn
Lyn from NSW commented:

The whole issue of ever-increasing power charges and the inability of a vast number of people to pay without great hardship seems to be being ignored by all levels of government. At the lower end of the income scale it is a crisis. Something needs to be done about it as a matter of urgency - and not just electricity but gas too. A national approach would be the best option, though think the prospect of that is dim.

Someone
Someone from NSW replied to Lyn:

"prospect is dim" yes Lyn 'cause WE ARE SILLY ENOUGH, in 2015 to VOTE for ULTRA-LIBERALS and ULTRA-LIBERALS = PROFIT at any cost, when WE SHOULD BE WORLD LEADERS in RENEWABLE ENERGIES, Germany get 38% of its power from renewables, WE, get 2% of our energy from renewables? Who is the clown in charge of Australia?

Someone
Someone from NSW commented:

WHEN "ONE" READS: "Privatisation of electricity networks leaves the vast majority of voters feeling people in their state are worse off, new polling has found. The polling commissioned by the Stop the Sell Off campaign – which is opposed to the proposed lease of NSW electricity assets by the Baird government – asked voters in Victoria and South Australia if they believed people in their state were better or worse off with a privatised network. In Victoria, 66.7 per cent said people in the state were worse off, with 13.8 per cent saying they are better off and 19.5 per cent stating it made no difference. In South Australia, 74.1 per cent of voters said people there were worse off. Just 8.1 per cent said they were better off and 17.8 per cent said they were about the same." WHY WOULD "ONE" WANT TO VOTE FOR AN ULTRA-LIBERAL WHOSE ACTIONS ARE GOING TO BE DETRIMENTAL TO THAT "ONE ??? THAT TAKES THE CAKE, "ONE" TAKES THE CAKE AND THAT "ONE" IS "YOU", LIBERAL VOTER!

Someone
Someone from NSW commented:

Why would one have voted for Baird when one knew the following (from the 2nd of Feb. i.e. before the NSW election!): http://www.smh.com.au/nsw/poll-says-voters-feel-privatised-electricity-networks-leave-them-worse-off-20150201-1338s6.html

Alain
Alain from NSW commented:

Say a Chinese company buys (leases...) our poles and wires infrastructure, are they in it to please us, the consumer? Look at what the Chinese are doing in the Southern China Sea increasing the size of disputed islands with the view of establishing military bases to control the Malacca Strait, a key maritime route for our ships and those of the rest of the world (not mentioning the exploitation of the numerous oil deposits in this region...), they are leading us and the Americans around by the nose the Chinese, but that is what you wanted isn't it? You voted for Baird with the knowledge that he would sell (lease?) your infrastructure to just anyone, didn't you? Add the fact that Fred Nile now holds the balance of power on this deal and guess what? Could have been a big mistake to vote (once again!!!) for the Libs... You voted for a lethal cocktail, a mix of Chinese greed, politics and religion! Only in Australia !

Someone
Someone from NSW replied to Alain:

As previously written (thank you, Christopher, it just happens that I had something to write myself on this topic, great timing!): THE NSW LIBS WERE SUPPOSED TO NEGOTIATE WITH FRED NILE THE SALE OF YOUR POLES AND WIRES, THEY ARE NOW ON THE VERGE OF FORCING "SPECIAL RELIGIOUS EDUCATION" ON UR KIDS, WILL "ETHICS" GO? THAT IS THE QUESTION TODAY, WEDNESDAY THE 3rd OF JUNE 2015! THEY ARE SOOO INCOMPETENT, THE LIBS, THEY HAVE NOT EVEN WELL DEFINED WHAT "ETHICS" ENCOMPASSES, MEANS! NOBODY KNOWS, IT IS TOTAL CONFUSION AS WHAT "ETHICS" IS ! AND THE PRICE YOU WILL PAY FOR YOUR ELECTRICITY IS GOING TO GO THRU THE ROOF (WHEN THE CORDS FOR SOLAR PANELS -REFER 50UpClub...- SHOULD BE THE ONLY THING GOING "THRU YOUR ROOF" !! NEXT TIME, REFRAIN FROM PUTTING THE LIBS IN "POWER", OR YOU WILL PAY A HEFTY PRICE FOR IT, SO COULD YOUR CHILDREN!
