Power Cuts or Power Bill Cuts – Does it really come down to a choice?

Who do you believe – the energy regulator charged with putting the long-term interests of consumers first? Or the NSW ‘poles and wires’ companies which actually deliver the stuff? 

That’s essentially the argument behind a high stakes legal stoush which will determine the size of planned 5-12% reductions to your next electricity bills.

And it’s especially important for older Australians who generally face higher bills. They are at home more, spend a higher proportion of their income on electricity; and are hit harder by climbing supply charges.

But those big savings promised to consumers are now under threat as the poles and wires companies and the NSW state government which owns them launch legal appeals against planned price cuts due on July 1.

So the FiftyUp Club is going to launch an appeal of its own: from today we’re asking you, the members, to send us your views on the legal battle, and tell us how higher electricity costs have impacted on your wallet and way of life.

THE FULL STORY

The Australian Energy Regulator (AER) has fixed a five-year pricing determination which cut the amounts the NSW state-owned poles and wires businesses could charge us by some $6 billion to 2019.

It adds up to big savings for the consumer of between $100 and $300 a year depending where you live. It is aimed to bring the costs of delivery to NSW households in line with those levied by the privately-owned networks in SA and Victoria. Presently they can be twice as much.

We’re told those networks are more efficient and employ less workers, delivering lower costs to consumers. Falling demand for electricity means there’s also less need to build expensive ‘gold plated’ networks.

It was the massive investment and poorly controlled spending in the high-tech and high-cost ‘poles and wires’, including pylons and transformers, which saw many bills blow out by more than 70% in the past five years.

Network costs can add up to almost 60% of some people’s energy bills especially if they live in the higher cost of service rural areas.

But the NSW government and their poles and wires companies have lodged appeals to the Australian Competition Tribunal, claiming the cuts to their revenue mean they can’t operate safely or reliably.

They are backed by the trade unions as 2,200 jobs are at stake. The network companies say they have already shaved more than $3 billion and 3000 jobs from their capital and operating programs.

They also claim the cuts mean they can’t manage vegetation growth in rural areas, which, as the 2009 Victorian bushfires demonstrated, can carry serious risks.

Their arguments may sound convincing but have drawn fire from numerous quarters.

The ALP says the AER’s decision is fair and the NSW Government only wants to increase the waning value of the networks – a large part of which are up for a $13 billion long-term lease.

Groups representing consumers, welfare and business have also attacked the appeal and the Public Interest Advocacy Centre has brought its own legal challenge arguing for even bigger spending cuts on the networks.

As far as old fashioned goes it is not me. Must be you as you appear far to conservative to use you handle and rely on anonymous. Always thought fools, bigots and uneducated used that term to hide behind. Ah well, our world is full of fools, bigots and uneducated people trying to sound smart. I can assure you I do not fit into any of those categories. As I said before I am able to make decisions for myself and I do not need guidance etc from other. I am informed, intelligent and able to make decisions. You have my sympathy that you appear to be unable to do the same.

OMG. Does no one understand that solar and wind farms are not the answer to all our energy needs for the future. The same was previously said of nuclear power and look where that has got the world. We still need fossil fuels to run our industries, hospitals etc as solar does not produce sufficient energy to cope with the needs of business, industry and health (hospital, nursing homes etc). Just how many trees and farms will be destroyed to build solar and wind farms, where will we get our food from if we turn everything into green energy. How will we store all the unused energy generated during daylight hours, nothing safe and secure has been invented as yet, yes, I have heard of salt pillar storage and special batteries, these are OK for home use, but not for business, industry or hospitals etc. I am not uninformed, stupid, have a crystal ball etc., I read information from both sides of the field and I make my own informed decisions. I am not brain washed by paid boffins or fools.

Of course renewable energy is the way of the future! Please take your head out of the sand, renewable energy isn't a feel-good option, it is essential to stop us from killing this planet.

Solar energy generation destroys the environment as does wind farms. I am totally in favour of every household having solar panels to fully cover their energy needs during the day, at night drawing from the grid. There are other options available to generate electricial energy, use of tidal energy, methane gas from sewerage farms, hydro electric generators. All do not destroy the environment, they make use of what is readily available. Solar panels contain carconegic materials, have limited life spans and need to be disposed of carefully, storage currently is batteries, these are also harmful to our environment, I have read the research on salt and batteries etc, it is still all research and not ready for general use. We need to be able to tap into a renewal source that will generate power on a permanent basis that does not require special storage, power that can be stored as we do now. I have been following solar for over 30 years and still they have not found a safe and secure way to store the energy, I fear the will to do so is being overridden by the want to keep research jobs ongoing, self preservation. I do not have my head in the sand and I am all for a safe and secure way to generate electrical power into the future, I do not want us to rush into solar or wind in the same way we have rushed into nuclear power and the devastion it causes not to mention the inability to store the by products. You will say no by products from solar/wind, but there is. Solar panels when they fail and need replacement, changed to wind and rain patterns from wind farms devistation of birds, static electricity, not hear say, fact. The human race, unless it unleashes all the nuclear weapons in all the arsenals at the same time, we will not destroy this planet, our planet is still growing, changing, increasing, reducing its sie and shape, we presume too much when scientists say the world is complete, it is still on the move.

Sorry Gertraud it is you who does not understand the consequences of using unproven and unsafe storage methods for solar energy, as well as the panels when they need replacement. I certainly do not wish to have another abestos type situation foisted on my grandchildren or great grandchildren. My head is firmly in the right place and where did you get proof that our planet is heating up from the scientists I have followed they all agree we are still cooling and the ice age is yet to end. So who do we believe in the end. Each of us is entitled to our beliefs and opinions as well as due respect for same. I will say to you we will agree to disagree and leave it at that.

The problem is obvious and simple common sense. Prices will only ever go up no matter what regulators do. If the unit price per Kw goes down additional supply charges will be added to ensure an overall increase. If consumption goes down (as it does with many of us being more miserly and also installing solar) the unit price will go up and so to will the additional supply charges to offset the falling volume. Throw into the mix that there are only a handful of power generation companies and therefore effectively a duopoly which clearly price match each other on the up side. Now add the fact that (unlike in the old days of government owned providers) we have a long supply chain with at least three separate profits being made. There is the generator, the wholesaler and the retailer as a minimum. Each one makes a profit ultimately from the consumer. Now add the complicated pricing schedules with peak 1 and 2, off peak 1 and 2, shoulder, time of day discounts (which really aren't discounts) all designed to disguise the real price (just like Telcos and insurance companies). Now add the fact that much of our power generation capacity is owned by overseas companies and not Australian companies. Overseas companies have no incentive to upgrade capacity or distribution technology and infrastructure. In fact they have quite the opposite given that they have real pricing control (not the regulators) and know that prices can be increased at will and that they can take advantage of international transfer pricing to shift profit off shore to avoid Australian tax. The solution is very simple. Power is an essential not a luxury. We can not live without it (although the Greens would have you believe otherwise. Government must take direct ownership of power generation and wholesale and must operate on a break-even basis only. Retail pricing must be determined only by Federal Government with a profit cap. Same must be done for water. Gas is different.

I live just outside Bundaberg and we only have one supplier here and have no choice. I noticed my electricity account was around 25.00 higher this quarter than this time last year. Very hard to find extra money when wages are not going up been on the same money for almost years.

Your survey is rather narrow, vague, short sighted and almost useless. A more pertinent question to ask is:- How many years do you think that a benevolent authority/ Government will be in charge, before a dictatorial authority takes over and charges what ever they choose to, and will control the population/ can already cut you off via your smart meter? Federal politicians have already sold Australias Sovereignty. Now that state politicians have sold off what belongs to the people, we have already given ourselves over for this to happen. These private companies are not just investors. The massive amounts of money show that we are selling out to ruthless organisations that will stop at nothing to achieve their end plan.
