Power Cuts or Power Bill Cuts – Does it really come down to a choice?

Who do you believe – the energy regulator charged with putting the long-term interests of consumers first? Or the NSW ‘poles and wires’ companies which actually deliver the stuff?

That’s essentially the argument behind a high stakes legal stoush which will determine the size of planned 5-12% reductions to your next electricity bills.

And it’s especially important for older Australians who generally face higher bills. They are at home more, spend a higher proportion of their income on electricity; and are hit harder by climbing supply charges.

But those big savings promised to consumers are now under threat as the poles and wires companies and the NSW state government which owns them launch legal appeals against planned price cuts due on July 1.

So the FiftyUp Club is going to launch an appeal of its own: from today we’re asking you, the members, to send us your views on the legal battle, and tell us how higher electricity costs have impacted on your wallet and way of life.

Read on to see what’s at stake, send in your comments and ideas and we’ll package them up for the tribunal hearing the case to ensure your voice is heard.

THE FULL STORY

The Australian Energy Regulator (AER) has fixed a five-year pricing determination which cut the amounts the NSW state-owned poles and wires businesses could charge us by some $6 billion to 2019.

It adds up to big savings for the consumer of between $100 and $300 a year depending where you live. It is aimed to bring the costs of delivery to NSW households in line with those levied by the privately-owned networks in SA and Victoria. Presently they can be twice as much.

We’re told those networks are more efficient and employ less workers, delivering lower costs to consumers. Falling demand for electricity means there’s also less need to build expensive ‘gold plated’ networks.

It was the massive investment and poorly controlled spending in the high-tech and high-cost ‘poles and wires’, including pylons and transformers, which saw many bills blow out by more than 70% in the past five years.

Network costs can add up to almost 60% of some people’s energy bills especially if they live in the higher cost of service rural areas.

But the NSW government and their poles and wires companies have lodged appeals to the Australian Competition Tribunal, claiming the cuts to their revenue mean they can’t operate safely or reliably.

They are backed by the trade unions as 2,200 jobs are at stake. The network companies say they have already shaved more than $3 billion and 3000 jobs from their capital and operating programs.

They also claim the cuts mean they can’t manage vegetation growth in rural areas, which, as the 2009 Victorian bushfires demonstrated, can carry serious risks.

Their arguments may sound convincing but have drawn fire from numerous quarters.

The ALP says the AER’s decision is fair and the NSW Government only wants to increase the waning value of the networks – a large part of which are up for a $13 billion long-term lease.

Groups representing consumers, welfare and business have also attacked the appeal and the Public Interest Advocacy Centre has brought its own legal challenge arguing for even bigger spending cuts on the networks.

To have your say, help us put together a submission to the Competition Tribunal.  Spend a few minutes answering the snap poll above on how power prices have affected your life, and leave a comment in our forum below.

We will report back soon on the next steps and make sure the voice of FiftyUps is heard.

Thank you Peter of NSW for your reply - I was getting 12% discount from my current supplier for about a year but my last bill came in at 4%. Another company was advertising a discount of 15% so I rang them. My current supplier rang me to see what was wrong, so I told them about the discounts and they offered me 17% - ended up getting 20% discount from my current supplier - Be interesting to see how my next electricity bill looks.

Thank you Anonymous for your reply re - ownership of energex being an overseas owned company. Queensland's electricity was unfortunately sold on by Peter Beattie, a labour premier, with the promise that electricity cost would go down with the competition. It has never happened. Unfortunately Liberals, Labour and the greens will continue to force increases upon us, so where do we go ??????

I live in Queensland and do not have any chose in suppliers but I am concerned about costs as I am on a fixed income

I’m not surprised energy bills have blown out by more than 70%, if you take into account those whacko ‘Green’ levies, Unions, C02 tax hangover, solar, windmills etc., introduced by the previous Federal Labor/State Governments. It takes time to wind down these incompetent policies. Just note, these entities are still State own enterprises run as profit centres and the Regulator may be independent, but woven into these organisations are the ALP/ACTU/Unions. They’re still in there stirring/corrupting the pot of discontent and fear. The sooner the energy sector is privatised the better we will all be.

Alain
Alain from NSW replied to Warren:

How can we be better if the energy sector is privatised? These guys are in for a profit & we will pay more for it... Utilities like health or education should NEVER be privatised...

Warren
Warren from NSW replied to Alain:

What are you on about Alain? The current NSW Government Utilities are indeed all individual PTY LTD profit centres, and were transitioned from a public service many years age in order to improve their service delivery. Also, both Health and Education have substantial competitive private interest now despite your ignorant provocation. So what's you're point?

Alain
Alain from NSW replied to Warren:

I am about a country where the guy you vote for doesn't lie thru his teeth BEFORE being elected (TO BE elected)... Exactly what Abbott has done, listen to him BEFORE the election and look at what he has done EVER SINCE HE HAS BEEN ELECTED!!! YOU HAVE BEEN CONNED, and YOU CANNOT DENY THAT, CAN YOU? I never voted for this stupid idiot, myself, was too obvious he was going to be the worst PM Australia has ever seen and MANY agree with me, be reassured... Unless you don't mind being now the laughing stock he has produced...

Warren
Warren from NSW replied to Alain:

I was responding to your comment on Utilities. What are you on about now?

Alain
Alain from NSW replied to Warren:

Utilities under Abbott is a nightmare, like the rest... That is what I am about...

Warren
Warren from NSW replied to Alain:

Utilities are a State matter, nothing to do with Federal Government. Go away, you don't know what you're talking about Alain.

Alain
Alain from NSW replied to Warren:

Abbott = Baird = "Same Same"

Warren
Warren from NSW replied to Alain:

I don't think they had the same mother.

gerard
gerard from NSW replied to Warren:

I really don't like to be insulting, but Alain's attitude seems to be Greens or destruction. Perhaps he should put his fig leaf back on and return to his cave. He can't even make the distinction between state and federal entities. Incidentally, regarding Pollies lying through their teeth: Gillard said "No carbon tax under the Government I lead," then went to Bob Brown's cave and drew a different painting. Why do you think any Australian would believe the Greens don't tell lies, when they were complicit in the biggest lie ever told to the voting population. Go back to your cave, and when you have invented fire, you should use your windbag attitude to fan the flames.

Alain
Alain from NSW replied to gerard:

Your idea of being green is NOW redundant, obsolete: The Greens in the XXIst century are at the forefront of "saving" this planet and the "greedy" humans who inhabit it, trust me, or you will be (and e with you...) "dead meat"...

gerard
gerard from NSW replied to Alain:

Alain, you must be in training to be a politician, as you have already learned so many of their traits. You have a unique ability to ingore a question and rant about something different; you label anyone who opposes your view as ignorant; you believe you are the only one who has the facts on any issue (even though you cannot, convincingly, express any facts to support your view). I have a couple of suggestions for you: Study a bit more and learn a couple of facts (just one or two - don't try to take on more than your mental capacity will countenance); concentrate on fact in your presentation, instead of misty idealism; stop threatening your opposition - learn rather to discredit their case by presenting logical, costed truths; stop using this site in an attempt to boost political support, because you are only alienating potential supporters; drop the Greens and join the Jaquie Lambie Party, because most Australians accept her as an unqualified, unbalanced, unspeakably ignorant waste of taxpayer's money. You have all the qualifications. Perhaps she'll even make you Deputy Leader of the lunatics.

Alain
Alain from NSW replied to gerard:

I don't know if I am 'that' well endowed for Jacqui, mate...

I have Solar Panels and one way to save with them is to supply Their Power to my Electric Hot Water System. An Electrician installed a Timer Switch, so that the water was heated during the day, from the Solar Panels, at night time, Tariff 33 cut in, but it did not have to do very much as the water is already hot. My Tariff 33 bill dropped from $121.00 a quarter before the switch, to $15.60 a quarter after. In Regional QLD there is no choice of supplier and my Feed In Tariff from the Solar Panels is only 6.54 cents per kWh.

Yep, Queensland is yet to come out or the dark ages (unfortunately). The Unions are in there for a long time.

Fortunately I switched to Click Energy and my power bills are the same as 6 years ago.At the same time I changed all our lights to LED (downlights). We do take care with our usage (less A/C etc) but we haven't gone to solar -still not sure if it's worth it at advanced age.Unlikely to get money back. I have heard horrendus stories about solar installations.

Carbon Tax is THE essential tool to address the serious problem of CLIMATE CHANGE! The current scheme (paying the rich polluters to have them reduce their emissions is a con)... We cannot have our cake and it it too, although many want exactly that, not caring about the future of the planet, of our grand children and their children, etc...

Warren
Warren from NSW replied to Alain:

....emotive rubbish. Someone been pulling your chain!

Alain
Alain from NSW replied to Warren:

Wait and see after the Paris conference, they will laugh at us in Paris: "What? You pay rich polluters to have them reduce their carbon emissions???" Only in Australia! The "laughing stock" I mentioned earlier! You, like me know that we have very little left to flog to the Chinese: our land, our real estate, our coal and our iron ore, once they stop wanting it, we are a new VANUATU...

Warren
Warren from NSW replied to Alain:

Australia is but a blip on international radar as we produce something like 1.5% of the World's GDP. We have our minerals, finance, agriculture, tourism and a clean environment offerings. We are the lucky country despite people like you that advocate doom and gloom.

Warren
Warren from NSW replied to Alain:

We have not only achieved our Kyoto C02 targets, we have exceeded them greatly under Lib Coalition. What has Aust got to be embarrassed about in Paris?

Alain
Alain from NSW replied to Warren:

Wait and see, we are still the BIGGEST POLLUTER per capita.

Warren
Warren from NSW replied to Alain:

So what does that mean? We are one of the worlds largest coal exporter as well.

Alain
Alain from NSW replied to Warren:

Not for long...

Gertraud
Gertraud from ACT replied to Warren:

It means exactly that: We are the biggest polluter on a per capita basis and we should be hanging our heads in shame!

There is not much Alain says that I agree with, but he does have a point with regards to the carbon tax. It should NOT have been scrapped!
