Power Cuts or Power Bill Cuts – Does it really come down to a choice?

Who do you believe – the energy regulator charged with putting the long-term interests of consumers first? Or the NSW ‘poles and wires’ companies which actually deliver the stuff?

That’s essentially the argument behind a high stakes legal stoush which will determine the size of planned 5-12% reductions to your next electricity bills.

And it’s especially important for older Australians who generally face higher bills. They are at home more, spend a higher proportion of their income on electricity; and are hit harder by climbing supply charges.

But those big savings promised to consumers are now under threat as the poles and wires companies and the NSW state government which owns them launch legal appeals against planned price cuts due on July 1.

So the FiftyUp Club is going to launch an appeal of its own: from today we’re asking you, the members, to send us your views on the legal battle, and tell us how higher electricity costs have impacted on your wallet and way of life.

Read on to see what’s at stake, send in your comments and ideas and we’ll package them up for the tribunal hearing the case to ensure your voice is heard.

THE FULL STORY

The Australian Energy Regulator (AER) has fixed a five-year pricing determination which cut the amounts the NSW state-owned poles and wires businesses could charge us by some $6 billion to 2019.

It adds up to big savings for the consumer of between $100 and $300 a year depending where you live. It is aimed to bring the costs of delivery to NSW households in line with those levied by the privately-owned networks in SA and Victoria. Presently they can be twice as much.

We’re told those networks are more efficient and employ less workers, delivering lower costs to consumers. Falling demand for electricity means there’s also less need to build expensive ‘gold plated’ networks.

It was the massive investment and poorly controlled spending in the high-tech and high-cost ‘poles and wires’, including pylons and transformers, which saw many bills blow out by more than 70% in the past five years.

Network costs can add up to almost 60% of some people’s energy bills especially if they live in the higher cost of service rural areas.

But the NSW government and their poles and wires companies have lodged appeals to the Australian Competition Tribunal, claiming the cuts to their revenue mean they can’t operate safely or reliably.

They are backed by the trade unions as 2,200 jobs are at stake. The network companies say they have already shaved more than $3 billion and 3000 jobs from their capital and operating programs.

They also claim the cuts mean they can’t manage vegetation growth in rural areas, which, as the 2009 Victorian bushfires demonstrated, can carry serious risks.

Their arguments may sound convincing but have drawn fire from numerous quarters.

The ALP says the AER’s decision is fair and the NSW Government only wants to increase the waning value of the networks – a large part of which are up for a $13 billion long-term lease.

Groups representing consumers, welfare and business have also attacked the appeal and the Public Interest Advocacy Centre has brought its own legal challenge arguing for even bigger spending cuts on the networks.

To have your say, help us put together a submission to the Competition Tribunal.  Spend a few minutes answering the snap poll above on how power prices have affected your life, and leave a comment in our forum below.

We will report back soon on the next steps and make sure the voice of FiftyUps is heard.

(continued 2 of 2) The report shows a worrying trend for households struggling with high power costs. The gap between the least expensive and most expensive network tariff has doubled over the past seven years, it shows. "This is why the Australian Energy Regulator is so important, and why the current debate happening between the regulator and the network companies is so important for all of us to pay attention to," Ms Hatfield Dodds said. "A trade-off has to be struck between costs and reliability. We want to be able to keep electricity prices low and also make sure that the network is still reliable. It is important that as the independent umpire, the AER successfully strikes that balance." "While pricing electricity is complex, the data shows that the cost burden being faced by people in some parts of Australia is simply unaffordable. We need to find ways to rectify this. The report - to be released on Wednesday - examines what Australian consumers are being charged for the supply of their electricity and makes comparisons between regions of Australia and some international energy markets. New Zealand, Britain and Denmark were chosen for international comparison because they have "disaggregated" their network service providers from the rest of the electricity value chain, as in Australia. It shows how much households are being charged for electricity network services, including how tariffs are structured, how they have changed over time, and how they compare to networks in other comparable countries. UnitingCare says it is the first of four papers focused on network tariffs from the perspective of Australian households. The report was produced by economic consultancy Carbon and Energy Markets.>

And before you voted for Baird did you know that ABOUT THE PRICE YOU PAY FOR ELECTRICITY, IN AUSTRALIA IS TOO HIGH? A GOOD REASON TO PAY EVEN MORE, IT WOULD SEEM... YOU SHOULD HAVE PERHAPS READ THE FOLLOWING BEFORE EMBARKING ON THIS VENTURE WITH MIKE AND FREDDY: According to Gareth Hutchens at SMH, and a Uniting Care Australia report, we are being milked big time in Australia: <Australian households are paying far more than people in comparable countries in electricity network charges, with huge discrepancies across different states, a new report has found. Electricity network service providers in Queensland have the highest charges in Australia, while Victoria is the lowest cost jurisdiction in the National Energy Market. The new report, commissioned by Uniting Care Australia, shows the highest network charges in Australia's National Energy Market are four times more than the lowest charges, and double the highest prices charged in Britain. It also shows that Australia's network service providers are increasing their fixed charges more quickly than their variable charges, while there is a big discrepancy in the level of fixed charges across the country - ranging from zero to more than $500 a year for an average household. .../... > <"One of our standout findings is that costs are extremely patchy across Australia with some people, particularly in parts of Queensland, paying extraordinarily high network costs," said the national director of Uniting Care Australia, Lin Hatfield Dodds. "Financial counsellors across the country consistently report that power bills are one of the biggest sources of financial distress for Australians trying to survive on a low income." .../... Some Australian households are paying up to $1000 a year before they even turn on their electricity or gas. Why? Supply charges. These daily fees for being connected to the grid have more than doubled in 5 years in some parts of Australia and are now among the highest in the world, two recent stories have warned.*/** * "$1000 Power Shock", Herald Sun, 7 February, 2015 **"Aussie Power Bills startingly higher than overseas", The New Daily, 12 February 2015 As a matter of fact you handed over the sale of the NSW infrastructure yesterday to a Reverend, to Freddy the Egyptian aka Fred Nile who had a 20 billon cheque in his little hand and handed it over to Baird and said "I do not do deals" on ABC radio, no he doesn't, does he? It just happens that he hates "ethics" and with his church hen of Baird they, together had a good close look at schools enrolment forms: what will be the outcome? Scriptures compulsory for your children? For $20 billion, a small price to pay, no? Anyway, with a political party as transparent as a welders mask in everything they do, only God knows and a Reverend and a church hen you put at the helm to dispose of your assets NSW voters... You could have been treated with utter contempt, though by Freddy and Mike, the bigots you wanted to run your show in NSW, now at reading your comments, it looks to me that your pockets are well lined the over 50's and even if there is a hefty price to pay long term, church hens are worthy recipients of your generosity, aren't they? AS far as the kids being forced fed "scriptures" I am not so sure about that "present" for them... You wanted the Libs, YOU HAVE GOT THEM and they will PUNISH YOU !

Someone
Someone from NSW commented:

Power gone private in Victoria under the Libs, guess what? Price of electricity went up for most despite the waiving of the carbon tax! 30 000 were disconnected 'cause companies can disconnect you if bill is not paid within 24 hrs (bill lost in mail, doesn't matter...) and our pollies are incapable of regulating to achieve a fairer system! Some are paid 8 cents to feed their solar power in the grid, some on older contract get 66cents! What A MESS!

gerard
gerard from NSW commented:

Yes, a mess created by an incompetent Labor government. Do you recollect how many Labor MPs installed Solar panels two minutes before the input rebate was slashed? Snouts in the trough? No, just a bunch of ex-union-officials who think the meaning of life is using the taxpayers credit card, then penalising the taxpayer to make the payments.

Denis from NSW commented:

The one big problem that you've ignored is the greed of the power supply companies. They've been making a motza - and my own experience is that they are inefficient, not consumer oriented, constantly make mistakes that are always in their favour and not in favour of their clients. The worst is CLICK ENERGY - that's right the company you did the deal with and are about to make another deal with them. I am so disgusted with them that I am waiting for the opportunity to arise to go to another energy supplier. If you really want to act in the interests of your members, start doing something to make CLICK act properly. I am sure that I am not the only one who finds CL:ICK lazy, inefficient and disinterested to looking after their clients.

Marianne
Marianne from NSW commented:

Alan from NSW. Yes we get that you are a Greens voter, supporter and member. When I lived in Victoria the electricity prices were stable and then went down, the electricity was privatised. Here in NSW, long term leasing (sale) of poles and wires should not result in prices going up, it should actually result in prices heading down. By the way, I find your political party pushing highly offensive and inappropriate in this instance. If you want the Greens then I am absolutely sure you want them to distribute your deceased estate on your behalf regartdless of your own personal wants and your own familt misses out. Had this info straight from a local candidates mouth. Trust the Greens never.

Someone
Someone from NSW replied to Marianne:

Do you have a crystal ball?

Someone
Someone from NSW replied to Marianne:

And The Greens NEVER had a policy which would consist of "distributing one's deceased estate, etc..." RUBBISH: you are gullible, the proof is actually "in the pudding" in that instance, you believe that electricity prices went DOWN in Victoria!!! Read Anonymous, above! And as far as your prediction of "should not result in prices going up", how do you know? Where did you pick up 'that' crystal ball... People like you are dangerous once a fascist leader decides to carry out his psychopathic mission, refer to the many examples in recent history... Anyway, you have now a competent and friendly Labor Premier in Victoria and this is reassuring, for the moment...

Marianne
Marianne from NSW commented:

Sorry Anonymous, I was actually told this by the local Candidate standing for the Greens, so I am not gullible, nor am I stupid, I do not have a crystal ball either or a broom or cauldron. I do not live in Victoria, you should check your geography as to where NSW is, rather you should know. Previously I lived in Victoria, gosh you really cant read or understand what you have read. Yes, my electricity bill did go down, not by much by down it went. As to my being dangerous, if you speak of fascist then you must be referring to Labor or the Greens. I will again say to you in very simple and plain english. This is not the place to push your own political views. If you wish to do so, then perhaps you should find another avenue to do so. By the by, make sure you completely read all of the information on the Greens website I have and I have spoken at length with my local candidate and my decision has been made.

Someone
Someone from NSW replied to Marianne:

Thanks for that clarification, Marianne. It tell you frankly: soon it will be The Greens smartly running the "show", or THEY (the Libs) will dig in your backyard the energy of THEIR future i.e. COAL SEAM GAS, the choice is YOURS, Marianne...

To put solar on our residence. I would be in the grave before I would reap any benefit. Sorry Alain the greens have a lot to answer for. We are elderly and could do with an honest deal. I guess I am dreaming.

Alain
Alain from NSW commented:

THAT IS THE REASON WHY you need The Greens, THEY WOULD PAY YOU TO PRODUCE ENERGY from your SOLAR PANELS, UNLIKE THE IDIOTS now at the helm who are in denial when it comes to climate change...

Rick
Rick from VIC commented:

Even tho' your survey seems to be NSW related, exactly the same situation exists down here in Victoria, yet nothing ever seems to get done to assist the customer. Even tho' I have a bank of 18 solar panels on my roof, & am more than pleased with my feed-in tariff credit, my bill has still soared from approx. $350 /quarter a year ago to now, with just average/normal use, & allowing for the onset of winter, my last bill covering summer/autumn of approx. $500. Thank you for this opportunity,,,, Rick Warneke.

Alain
Alain from NSW replied to Rick:

Solar without a government whose policies are essentially dedicated to renewable energies is just another LNP's con... They want their friends who produce coal and finance their political parties to laugh all the way to the bank of their other friends, the banksters...

even though we have solar on turn everything off standby the savings we had accumulated with last supplier has gone with the one that bought them out namely ORIGIN qld

Want to pay less for utilities? Vote for The Greens, all will be "renewable" no more polluting coal with "The Clever Greens", the political party of the 21st century...

vote for the greens for lower utilities prices" you are dreaming"

Alain
Alain from NSW replied to victoria:

Of course not, once a Green government would be in place, they would subsidize your production of solar power and that is what is missing now in the equation...

gerard
gerard from NSW replied to Alain:

Alain, can you tell any of us where these wonderful Greens will get the money to pay more for electricity than they can sell it for. Re-introduce death taxes? Make people discard their clothes and wear a fig leaf? I'm cold enough now. Typical lunatic Green economics.

Alain
Alain from NSW replied to gerard:

Forget the way it's all done now (that is the way they get some power to ur household, to your business) imagine renewable energies only (hence with a deliberate politic of renewables only, or close to that target) as the Germans do it (not bad an economy, Germany, far more successful than us with our politicians lacking any vision for a bright future for Australia...) and if you remove all the suckers from the equation, you let nature do its job (and energy it has, trust e on that one) , harnessing our currents, our tides, our sun, our winds, our... Guess what happen??? And guess what the cost to all of us is, long term??? We are governed at every level by a MAFIA, by unscrupulous pretend scientists, economists, even Christians! There is an alternative to being shafted, please, trust me...

gerard
gerard from NSW replied to Alain:

Thanks, Alain. Again your comments betray a hint of mental instability. "Forget they way it's all done . . ". That's the biggest issue with the Greens. They live in a fluorescent utopia in which economic realities have no substance. For example the Greens are content to spend unrestrained amounts of money on illegal immigrants but give no thought to our own homeless people. They worship every word that comes out of Prof Tom Foolery's mouth ignoring the fact that he has been proven wrong more than he's been right. You lot just don't get it. If I try to email the Greens I have to "copy the code into the box below to prove that your are a human visitor." I am not the one who is on the wrong planet, buster. Finally, if anyone is to believe the whole climate change farce I would like to know why so many of its proponents have purchases waterfront properties - Tom Foolery, Juliar and half her handbag hit squad.

Alain
Alain from NSW replied to gerard:

What are your medical qualifications to tell me that The Greens have a "mental instability"/ The fact that they could deprive you from negative gearing could affect your bottom line? What they would "spray" on refugees (not "illegal immigrants", you obnoxious selfish brat, our forefathers signed conventions) is a drop in the ocean for us: how much the -lemon already, before they are even built..._ Submarines, F-35 war planes??? 100 billions or so???

Someone

I could show you waterfront properties which have backyards already invaded by unwelcome high tides, so your buyers of waterfront properties will soon be out of pocket by (how much the property they purchased?)

Someone
Someone from NSW replied to Alain:

SO true! Thank you anon! Why pay that enormous amount of taxes if not for education, health and the basics i.e. utilities, etc...??? Perhaps to pay the massive wages and superannuation "schemes (scams)" of our politicians? Ultra-capitalism IS a failure, you will soon agree with me if the sharemarket continues to drop its value the way it has done since Monday... Wait and See...
